In wake of the Digital Britain report of the British Government, the EC authorities are now engaged in checking whether the measure of imposing a levy on the existing broadband users in Britain would amount to breach of competition laws. EC has expressed its fears over the violation of provisions of competition rules with respect to the limitations on state aid for industry.
The step, which finds place in the report, proposes a broadband levy of £6 a year for every broadband user in Britain for purposes of helping the upgrade of the entire broadband network of Britain to 2Mb speed. The surcharge for subsidizing the whole expenditure on the upgrade will cost the present customers around 50 pence every month and will go towards the improvement of broadband as well as related infrastructure of the country.
The EC authorities want to ensure that the proposed levy does not breach the competition rules, as the rules do not clearly deal with a situation like this for funding of a future project. As any funding by the state should comply with the competition rules, the EC authorities will keep a keen watch on the implementation of the scheme.
The author of the report, Lord Carter suggests that the report is quiet clear upon the motives behind the plan, which is to upgrade the national communications infrastructure. He also insists that the proposed levy would be more than compensated for, as the country’s markets are competitive enough to bring down broadband costs by that much amount in a year. While the main attraction at the Digital Britain summit was the keynote speech by Prime Minister Gordon Brown, a heated panel discussion attended by the executives of three major British ISPs also claimed a fair amount of attention.
The ISP community was represented by the CEOs of Virgin Media, BT and O2. BT chief Ian Livingstone talked about the company’s plans to install fibre right up to the street side cabinets but no further (Fibre-to-the-cabinet installation). The estimated budget for this project, slated to begin soon, is one and half a billion pounds.
However, Livingstone’s remarks did not appear to satisfy the panel. He had to defend against accusations of not releasing an extensive enough plan for high-speed broadband. In his company’s defence, the BT chief said that the proposal of FTTH (Fibre-to-the-home) was not economically viable because the costs involved were huge and the customers were not willing to pay for it. According to him, there just isn’t enough demand to justify the installation of fibre beyond the cabinets. Speaking at the London School of Economics, Ed Richards, Chief Executive of Ofcom said that he was concerned that more than half the British population does not have any interest in a broadband service. He said that people are being made aware of the numerous advantages that a broadband connection could bring to them such as online banking and on demand entertainment, but this has not tempted them to go in for a broadband connection.
It was also revealed that out of more than 55% who were not interested in availing broadband services, 30% felt it would be an additional burden on their financial resources, which they could ill afford. Mr. Richards was of the opinion that what needed to be first investigated was why almost 40% of the population (mostly in the low-income group) did not even have the most basic internet connection. He also said that instead of just focusing on the planned 2Mbps service across the country, a better option economically would be to first provide a more basic connectivity to these households.
The statistics are likely to irk the government as it moves ahead with its Digital Britain agenda and the problem of overcoming the cost barriers to an internet connection would not be an easy one to solve.
